De kraan maakt het mogelijk om vanaf het land te werken, tijdens de aanleg was PUMA daardoor minder gevoelig voor slecht weer. De blokkendam maakt onderdeel uit van de harde zeewering. Op maandag 30 januari wordt de allerlaatste blok geplaatst. In april 2011 is begonnen met de aanleg van de blokkendam in de harde zeewering. Dat gebeurt met de Blockbuster; een speciaal hiervoor ontwikkelde kraan.Sindsdien is dag en nacht gewerkt om ruim 19.000 betonblokken te plaatsen.
